This book is a contribution to the building of a knowledge base for the effectiveness of MetE-Systems in the field of development management. The primary focus is to contribute to the clarification of what rigorous frameworks would apply to understand and meaningfully measure MetE-System effectiveness.

The book has the aim of translating outcomes from Dr. Ba's thesis research on MetE-System effectiveness into an actionable contribution to better reach development practitioners and managers. The book is mainly devoted to development managers and MetE experts who wish to find superior ways of managing MetE- Systems for improved decision-making and measured risk-taking in moving development policies and programs towards the greater freedom and welfare of people mainly in Africa.

The book focuses on MetE-System effectiveness and how it influences the dynamic capabilities of development organizations and institutions in managing development programs and projects. The book presents the challenges in seeking an effective MetE-System, examines the gaps and limits in assessing it, and finally proposes ways to rigorously measure its effectiveness. The book may also contribute to the scientific and professional discussions on what would be the meaningful framework to better understand the success factors that underlie an effective MetE-System and also how they help improve development management.

Biographie

Dr Abdourahmane Ba is a Senegalese citizen, Statistician Engineer, he also holds an Executive Doctorate in Business Administration from the Business Science Institute (BSI) in Luxembourg, and a Doctorate in Business Administration (DBA) from iaelyon of the University of Lyon 3-Jean Moulin in France. Dr. Ba holds several professional certificates in Project Management, Monitoring and Evaluation (MetE), and Results-Based Management (RBM) from various universities and organizations including the Illinois State University Management Development International (MDI) program, SETYM International Montréal Canada, etc.
D. Ba has over 19 years of experience in Monitoring and Evaluation System designs, opérations and management. His work in the MetE field covers West, Central and East Africa with various organizations including the International Business et Technical Consultants Inc. (IBTCI), the University of Rhode Island (URI), The Kwame Nkrumah University of Science and Technology (KNUST), the Food and Agriculture Organization (FAO) of the United nations, USAID and USDA projects, Counterpart International, World Bank projects, International Fund for Agriculture Development (IFAD) projects, SOFRECO, etc. Dr. Ba worked as MetE Officer, Expert, Specialist, Consultant, as Chief of Party of a régional MetE platform in West Africa, and as Deputy Chief of Party Technical.
