Co-habitons !
Àprès une 41e édition des Rencontres de la Fnau, organisée par l'agence d'urbanisme de Brest-Bretagne, mais contrainte par la pandémie de Covid-19 à se tenir en distanciel, l'édition 2021 a enfin pu se dérouler en présentiel à Dunkerque, du 1er au 3 décembre 2021, à l'invitation de son maire, Patrice Vergriete. C'est donc sous le signe d'une convivialité retrouvée que les quelque 250 participants présents sur place (en plus de 700 participants en distanciel) ont pu assister aux plénières et aux tables rondes ayant pour thème « Co-habiter ! ». Une injonction dont le point d'exclamation souligne l'urgence - sinon l'obligation - de recréer non seulement du débat, mais surtout du lien, alors que la pandémie a nettement détérioré les rapports entre nos concitoyens soumis aux confinements, aux limites de déplacement, aux couvre-feux, aux protocoles sanitaires ou à la suppression temporaire de leurs loisirs.
Pendant ces trois jours d'échanges, la question de la cohabitation a été abordée sous de nombreux aspects, à commencer par celui du « vivre-ensemble », lors de la plénière du 2 décembre qui a évoqué aussi bien les liens qui nous relient que les motifs qui nous séparent. Le 3 décembre, pas moins de quatre tables rondes ont tenté de répondre à la question : « Comment co-habiter ? » Pour aller plus loin sur la thématique, les 14 ateliers organisés en simultané le 2 décembre ont permis d'explorer des pistes de réflexion sur les modes de cohabitation, à travers les prismes de la nature, du vivant, de l'habitat, des mobilités, des interactions entre territoires, du voisinage, des modes de travail, et même de la précarité.
La 42e Rencontre de la Fnau a aussi abordé deux grands sujets de notre temps. Tout d'abord, la décarbonation qui, outre les solutions purement techniques et technologiques, exige avant tout la collaboration active de tous les acteurs de la ville. Ensuite, l'étalement urbain, qui a fait l'objet d'un happening saisissant sous forme de procès, lors duquel des experts de tous bords sont venus témoigner à la barre pour statuer sur quatre chefs d'accusation. Let's co-hobit !
After the 41st Congress of the French national federation of urban planning agencies (FNAU) organized in 2020 by the urban planning agency of Brest-Bretagne was forced to happen exclusively online due to COVID, we were able to organize the 2021 edition offline, at last, in Dunkirk, between December 1st and December 3rd of 2021, answering an invitation by Patrice Vergriete, Mayor of Dunkirk. Carried by a feeling of shared conviviality, the 250 participants who attended the event (plus 700 more online) were able to take part to plenaries and round tables around the event's theme: « Let's cohabit ! » . This exclamation states the urgency - if not the obligation - there is for us to not only recreate debate but mostly to rebuild cohesion, after the pandemic significantly affected the relations between citizens who've had to live through lockdowns, constrained mobility, curfews, health protocols and temporary pause of their hobby practices.
During these three days of exchange, cohabitation was looked at through many different lenses, starting with the idea of living together, or togetherness, addressed during the plenary session of December 2, where we discussed what bound brings us together and what patterns and practices set us apart. On December 3, no less than four round tables were organized to attempt an answer to the following question: "How to cohabit » . To dive further into the theme, 14 workshops were organized simultaneously on December 2 to brainstorm about ways to cohabit, through the prisms of nature, of the living, of habitat, of mobility, of interactions between territories, of neighborhood life, of work habits, and of even precarity.
FNAU's Congress also tapped into two big topics of our time. First, decarbonization ; because beyond solutions that are purely technical and technological, this process requires first and foremost active participation from all city actors. Then, urban spread ; it was the topic of a thrilling happening that took the shape of a trial, where experts from all fields came to testify in order to pronounce a judgement about four accusation charges.
